Fill stretches the video to the exact dimensions, which can distort the picture but guarantees no bars and no cropping. The fit options only appear when the target aspect ratio differs from the source, so you are never asked to make a choice that has no effect.

Resolution and file size go hand in hand. Downscaling to a smaller resolution throws away pixels the new size cannot use, so the output is both smaller on screen and lighter on disk, which means resizing doubles as a quick compression pass.
